Who Bares Responsibility When A Student Dies from Explosion a High School?

According to cbcnews.ca an explosion occurred in an auto shop class at Ottawa High School and the cause appears to be oil residue in an empty 55 gallon oil drum.

Clearly there are more questions than answers, some of the first questions to ask would be who is responsible? While this matter occurred in Canada, in Georgia there are laws that protect the schools from liability in certain matters, it is what is called govermental immunity.

The investigation is on-going, but according to Attorney Brenda Hollingsworth matters such as these can be brought in Canada.
