As reported by WSAV on WSAV.com, a 24-year-old Savannah man was shot at the Yamacraw Village Apartments on Saturday. Victor Owens of Ewell Street was entering his girlfriend's apartment when he was shot in the back. The victim was taken to Memorial University Medical Center.
Negligent security matters such as this are complicated in nature. The focus of an injury like this is what type of area did the attack occur in. Is there a history of attacks and if so has the landowner attempted to do anything to circumvent, stop, reduce or eliminate the element that is making that area easy for criminals to attack.
This could be surveilance cameras, lights, or a security guard. This is by no means an exhaustive list but it is a start.
If no security measures have been initiated and the are is a well known "dangerous area" the landowner may or may not be responsible for turning a blind eye and not provididng security for his tenants and their invited guests.
If however the area is such a dangerous area that EVERYONE knows about it including the victim, there is a possibility that the victim may bare part of the responsibility for being in a dangerous area at a dangerous time.
